TITAN v2.00 is not supported on 64-bit systems.
Upgrading from Titan 2>Titan 3.2 is free and Titan 3.2 is fully supported on 64bit systems, See:

Though the method described here has a high success rate, If TITAN still does not work after following the instructions below please use a 32-bit system.
This document guides you through the process of setting up TITAN v2.00 with Windows 7.
Before you begin
PLEASE ENSURE YOU ARE LOGGED ON AS AN ADMINISTRATOR.
Disable User Account Control (UAC). To do this Left click on Start, then type “UAC” in the Search bar and press enter. Reduce to “Never Notify” (as below).
Install TITAN as normal. Once TITAN is installed, go to:
For 32Bit: My Computer > C:\Program Files\Tecom\Bin\
For 64Bit: My Computer > C:\Program Files (x86)\Tecom\Bin\
Right click on “Titan”, left click on “Properties” then left click on the Compatibility tab and select “Run as Administrator”
If it is 64 bit Windows 7 you will also need to select “Run this program in compatibility mode for Windows XP SP3”
Please ensure this process is performed on all files listed below in C:\Program Files\Tecom\Bin\ or if it is 64 bit Windows 7 C:\Program Files(x86)\Tecom\Bin\:
In C:\Program Files\Common Files\Borland Shared\Bde or C:\Program Files (x86)\Common Files\Borland Shared\Bde the bdeadmin also file also needs to be set to “Run as Administrator”. If it is 64 bit Windows 7 you will need to select “Run this program in compatibility mode for Windows XP SP3 also.
Change Database Settings:
Go to Start > All Programs > Titan Security System > Database Administrator.
Left-click on Configuration Tab> Configuration > Drivers > Native > Paradox.
Change NET DIR to C:\Program Files\Tecom\ or or if it is 64 bit Windows 7 C:\Program Files(x86)\Tecom\ Increase BLOCK SIZE TO 32768 (as below).
Left-click on Configuration Tab> Configuration > System >INIT
In the SHAREDMEMLOCATION type 5bde
Then left-click on Object > Apply
*Please note in NET DIR it is meant to be C:\Program Files\Tecom.
Once all this is done, restart the computer. TITAN should work without errors.
